This blog post provides an overview of both items and how they are likely to promote (or not) innovation in rural communities. On 14 &#8211; 15 May 2025, FUTURAL is organising the <a href=\"https:\/\/futural-project.eu\/nl\/eu-rural-innovation-forum\/\">European Rural Innovation Forum (RIF)<\/a> in Spain. The event aims to contribute to the latest EU policy developments focusing on smart rural development and rural innovation. But what are the recent \u201cinitiatives\u201d on the EU policy agenda on innovation?\u00a0Carla Lostrangio from FUTURAL partner <a href=\"https:\/\/www.aeidl.eu\/\">AEIDL<\/a> examines the case.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>The EU\u2019s focus on innovation and competitiveness<\/strong><\/h4>\n\n\n\n<p><strong>Innovation <\/strong>emerges as one of the key priorities of the EU Commission until 2029. As stressed in the Draghi and Letta reports, Europe lags behind other world countries in terms of innovation in key strategic sectors, including breakthrough technology and clean industry. As a result, the newer EU Commission recalls the importance of increasing competitiveness in our continent and closing the innovation gap with other global players.<\/p>\n\n\n\n<p>In line with these priorities, the European Commission presented its Competitiveness Compass by January 29th, which outlines Europe\u2019s strategy to address this innovation gap. Two weeks later, the European Commission Work Programme presented the list of initiatives and legislative files that will be issued in 2025.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Closing the Innovation Gap<\/strong><\/h4>\n\n\n\n<div class=\"wp-block-media-text is-stacked-on-mobile\" style=\"grid-template-columns:47% auto\"><figure class=\"wp-block-media-text__media\"><img fetchpriority=\"high\" decoding=\"async\" width=\"1000\" height=\"560\" src=\"https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344.jpg\" alt=\"\" class=\"wp-image-25727 size-full\" srcset=\"https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344.jpg 1000w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-300x168.jpg 300w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-768x430.jpg 768w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-18x10.jpg 18w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-370x207.jpg 370w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-410x230.jpg 410w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-840x470.jpg 840w, https:\/\/futural-project.eu\/wp-content\/uploads\/2025\/02\/55344-270x152.jpg 270w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/><\/figure><div class=\"wp-block-media-text__content\">\n<p>The Compass\u2019 goal is to nurture Europe\u2019s innate strengths, harness its resources, and remove the barriers at European and national levels.\u2019<a href=\"https:\/\/commission.europa.eu\/document\/download\/10017eb1-4722-4333-add2-e0ed18105a34_en\"> EU\u2019s Competitiveness Compass<\/a>. <strong>Closing the innovation<\/strong> gap is one of the three main flagship initiatives under the EU\u2019s<a href=\"https:\/\/commission.europa.eu\/document\/download\/10017eb1-4722-4333-add2-e0ed18105a34_en\"> competitiveness Compass<\/a>.<\/p>\n<\/div><\/div>\n\n\n\n<p>Under this line, the EU aims at boosting <strong>young innovative start-ups<\/strong>, promoting <strong>industrial leadership<\/strong> in high-growth sectors and supporting the <strong>diffusion of technologies<\/strong> across existing companies and SMEs. It also aims to simplify making business in Europe with the creation of a \u2018European\u2019 legal status for firms, the so-called <strong>28<sup>th<\/sup> regime<\/strong>.&nbsp;<\/p>\n\n\n\n<p>Yet, this<a href=\"https:\/\/commission.europa.eu\/document\/download\/10017eb1-4722-4333-add2-e0ed18105a34_en\"> strategic document<\/a> completely <strong>overlooked at territorial dimension of the innovation gap<\/strong>. Europe\u2019s innovation varies broadly across countries and regions, and rural innovation is often governed by different mechanisms and patterns, as underlined by the<a href=\"https:\/\/publications.jrc.ec.europa.eu\/repository\/handle\/JRC138968\"> Joint Research Centre<\/a>. This is an incredible opportunity for rural actors to make their voice to be heard and not be missed in this discussion.<\/p>\n<\/div><\/div>\n\n\n\n<p> Europe\u2019s support of innovation and practical roll-out will depend on the legislative and non-legislative activities undertaken in the coming months by the Commission and their discussion with co-legislators. This is an incredible opportunity for rural actors to make their voices heard and not be missed in this discussion. <\/p>\n\n\n\n<p>Below are the key dates for scoping Europe\u2019s support for rural innovation and digitalisation:<\/p>\n\n\n\n<p><a><\/a>\u2022 Union of Skills (non-legislative, Q1 2025)<\/p>\n\n\n\n<p>\u2022 Vision for Agriculture and Food (non-legislative, Q1 2025)<\/p>\n\n\n\n<p>\u2022 Single Market Strategy (non-legislative, Q2 2025)<\/p>\n\n\n\n<p>\u2022 EU Start-up and Scale-up Strategy (non-legislative, Q2 2025)<\/p>\n\n\n\n<p>\u2022 Sustainable Transport Investment Plan (non-legislative, Q3 2025)<\/p>\n\n\n\n<p>\u2022 Quality jobs roadmap (non-legislative, Q4 2025)<\/p>\n\n\n\n<p>\u2022 Digital Networks Act (legislative, incl. impact assessment, Q4 2025)<\/p>\n\n\n\n<p>\u2022 Digital Package (legislative incl. impact assessment, Q4 2025)<\/p>\n\n\n\n<p>\u2022 European Business Wallet (legislative, incl. impact assessment, Article 114 TFEU, Q4 2025)<\/p>\n\n\n\n<p>\u2022 Bioeconomy Strategy (non-legislative or legislative, Q4 2025)<\/p>\n\n\n\n<p>In addition, by autumn 2025, the European Commission will present its proposal for the Post-2027 Multiannual Financial Framework. A consultation on the future of the Common Agricultural Policy and the Cohesion Policy is expected in the coming months.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>FUTURAL\u2019s contribution to innovation policies<\/strong><\/h4>\n\n\n\n<p>In the FUTURAL project, AEIDL is leading the mapping of policies supporting smart community-led innovation in rural areas at European and country level. Our policy mapping will be used to inform policymakers on how to ensure the Europe\u2019s policy and next MFF negotiations are fit to support rural innovation.<\/p>\n\n\n\n<p>To do this, FUTURAL will contribute to the European Commission\u2019s consultation, such as the<a href=\"https:\/\/ec.europa.eu\/info\/law\/better-regulation\/have-your-say\/initiatives\/14523-EUs-next-long-term-budget-MFF-EU-funding-for-cross-border-education-training-and-solidarity-young-people-media-culture-and-creative-sectors-values-and-civil-society_en\"> one on the future of the EU\u2019s budget<\/a>, and present its early policy findings and recommendations at the<a href=\"https:\/\/futural-project.eu\/nl\/eu-rural-innovation-forum\/\"> European Rural Innovation Forum<\/a> (14-15 May, Amorebieta-Extano, Spain).&nbsp;<\/p>\n\n\n\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>The recently appointed European Commission has just announced the Competitiveness Compass, and the intended set of legislative and non-legislative activities it will undertake in 2025.
